The Rise of Women in UAE Business Leadership: Breaking Barriers in 2026

A generation of UAE women is rewriting the rules of business leadership, backed by government support, cultural shifts, and sheer determination.

The story of women in UAE business leadership is one of the most compelling in the global corporate narrative. What began as a government-driven initiative has evolved into a genuine cultural transformation, with Emirati and expatriate women alike ascending to the highest levels of business, government, and entrepreneurship.

Fatima Al Zaabi, founder of Women Leaders UAE, has been at the center of this movement. “The government created the framework. But the women themselves built the momentum,” she says. “What we see now is a generation that does not ask for permission. They build.”

The numbers reflect this shift. Women now hold 30% of board seats in UAE-listed companies, up from 18% in 2020. Female-founded businesses account for 23% of new commercial licenses issued in Dubai in 2025 β€” and that figure is accelerating.

Across industries, from finance to technology to luxury retail, women are not just participating β€” they are leading. The ecosystem that supports them is growing: mentorship networks, funding programs, and policy frameworks that recognize the economic value of gender-inclusive leadership.
