In their words
“Culture is how nations introduce themselves to the world. The UAE has learned this lesson and built one of the most remarkable cultural identities of our time.”
Hend Al-Otaiba · Cultural Diplomat. Arts Champion. Architect of UAE's Soft Power.
Biography
Hend Al-Otaiba is one of the UAE's most distinguished cultural diplomats. As Director of Cultural Affairs at the UAE Embassy in Washington D.C. and a leading figure in the UAE's global arts and soft power strategy, she has been instrumental in introducing Emirati art, literature, and cultural heritage to international audiences and building the institutional bridges through which world culture flows into the UAE.
## Building Cultural Bridges
Al-Otaiba has championed the UAE's emergence as a global arts destination — from the Louvre Abu Dhabi and the Guggenheim Abu Dhabi to Art Dubai and the Emirates Airline Festival of Literature. Her diplomatic work has brought the world's greatest artists, writers, and cultural institutions into relationship with the UAE, creating a cultural ecosystem of remarkable depth and diversity.
## Cultural Diplomacy As National Strategy
She has articulated and implemented a vision of cultural diplomacy in which the UAE's investment in arts, heritage, and creative industries serves not merely as soft power but as a genuine commitment to human flourishing. Her work embodies the conviction that a nation's greatest strength lies not in its resources but in the richness of the cultural conversation it can host and sustain. representative of the UAE's own tradition of excellence in cultural diplomacy and as a bridge-builder who has brought the world's cultural wealth to the heart of the Arabian Gulf.
